All returning Hong Kong citizens who spent time in the United States were ordered to serve a seven-day sentence at the Penny’s Bay quarantine camp before being released to the relative comfort of hotel quarantine for another 14 days.

Officials highlighted the Omicron variant in justifying their decision to impose the most stringent quarantine requirements on visitors arriving from the United States. However, the decision comes only days after the Biden administration announced that it will boycott the Beijing Winter Olympics next year and the US-sponsored a pro-democracy gathering openly criticizing Beijing’s grip over Hong Kong.

Hong Kong has just added a host of additional countries to its so-called Group A list, which requires all new immigrants to be quarantined for 21 days. Only a few countries fall into an even higher category, requiring travelers to spend the first seven days in quarantine in Penny’s Bay.

Outside of Africa, the United States is the only country to be added to the upgraded Group A list. According to health officials, this is an essential precaution because Omicron has been linked to community transmission in the United States.

The updated Group A list does not include other countries with community transmissions, such as the United Kingdom and Germany.

Penny’s Bay is a huge quarantine camp near the Hong Kong Disney resort that has the capacity to house over 3,500 people. Domestic workers from the Philippines have been staying at the camp in recent months, as well as probable close contacts who have been identified in the community.

Hundreds of pilots and cabin personnel from Cathay Pacific, British Airways, and Virgin Atlantic have also been kept at the camp, which has sparked controversy.

The camp’s circumstances are so poor that Cathay Pacific is considering sending its pilots to the United States for four months at a time to avoid quarantine restrictions. Because the potential of crew detention at the facility is too severe, British Airways has halted passenger flights to Hong Kong.

After a 37-year-old visitor returned to Hong Kong on a Cathay Pacific aircraft from Los Angeles tested positive for COVID-19 upon arrival in the city, health officials decided to impose stricter quarantine rules on the US.

Despite the fact that the passenger was fully vaccinated and asymptomatic, genomic sequencing revealed that he was infected with the Omicron form.

In Hong Kong, this is the fifth case of Omicron infection. Two more were discovered in Nigerian travelers, and the last two were discovered in South African travelers.

Detainees will be subjected to daily COVID-19 testing and other “health surveillance” while at Penny’s Bay.
